Summary
UWE Bristol is in the process of devising a masterplan for the improvement and extension of the Frenchay campus. This masterplan will provide a blueprint for future development of both the existing campus and the new land. It will help to ensure that future development is 'joined-up' and will be used by South Gloucestershire Council to inform decisions about future planning applications for the development of the campus. It is not a planning application in itself, but once approved will reduce the number of processes which subsequent planning applications would otherwise have to go through to be approved.
The University will be consulting staff, students, stakeholders and members of the public to help shape the masterplan. A draft version of that masterplan will be presented to UWE Bristol’s board of governors for approval in July then published for further public consultation in September, before being submitted to South Gloucestershire Council for approval. Specific planning applications for the campus development will follow approval of that masterplan, and go through a further process of consultation before being submitted to the council for approval.
Timeline
- October 2008: UWE Bristol buys 70 acres of land next to the Frenchay campus from HP
- February 2009: masterplanning team for New Campus Project finalised
- April 2009: consultation begins
- June 2009: project team identify masterplan options. Consultation events
- July 2009: UWE board of governors choose masterplan ‘preferred option’. Public consultation events
- September/October 2009: formal public consultation on draft masterplan
- Late 2009: draft masterplan submission to South Gloucestershire Council
- 2010: final masterplan submission to South Gloucestershire Council
New Campus development principles
The following principles are in the University’s agreed project brief to guide the development of the new campus. These state that the new campus should:
- be a vibrant, creative learning and research environment
- accommodate modest growth in postgraduate and part-time student numbers
- consist of good buildings and flexible spaces supportive of modern working practices and full utilisation of technology
- seek to create more flexible social and learning space for staff and students
- have attractive landscape, healthy space, appopriate good signage and lighting and protect natural conservation areas
- have an attractive public realm network
- reduce vehicular impact whilst maintaining access
- plan for sustainability and efficiency
- welcome visitors – have a clear focus
- continue to be improved while we develop our plans
- be affordable
- be long term – 25 years
- seek to consolidate and reduce overall space
- aim to reduce overall running costs
- must have the ‘ownership’ of the students, staff and other key stakeholders. This will be brought about by a full and proper consultation process as the plans are developed
